Most organizations strive to determine the quality and quantity of employee performance, as well as to identify the capabilities each individual possesses and the extent to which they need development. This study aims to analyze the impact of organizational culture on human resource performance within organizations, considering organizational culture as one of the fundamental pillars shaping employee behavior and directing their performance toward achieving organizational goals. Organizational culture is a system of shared values, beliefs, and attitudes adopted by members of the organization, which directly influences work methods, communication styles, job commitment levels, and the ability to adapt to changes. The theoretical framework was dedicated to defining organizational culture, human resource performance, and the relationship between them, followed by selecting the Social Security Fund – Bani Walid as an applied case study.
The study employed the descriptive-analytical method through reviewing literature and previous studies.
It concluded with several findings, including:
- The study showed a statistically significant relationship between organizational culture and the improvement of human resource performance, as prevailing values and beliefs have a direct impact on performance levels.
- The study indicated that top management’s support for organizational culture greatly contributes to enhancing performance and achieving organizational goals by establishing policies and procedures that promote a positive work environment.
- It was found that the organization possesses a clear organizational culture, enabling employees to understand the overall objectives and adapt to the work environment, which the study highlighted that the organization encourages teamwork due to its positive influence on motivation, achievement, and overall performance.

- The study revealed several obstacles that hinder the effective implementation of organizational culture, such as resistance to change by some employees and the absence of clear strategies for developing the organizational culture.
