Abstract

This study aims to assess the readiness level of the laboratories of the Libyan Technical High Center for Training and Production for the implementation of the requirements of ISO/IEC 17025:2017, based on the findings of a previous study that examined the gap between documented procedures and actual practices. The study also seeks to develop an integrated quality management system, identify the challenges associated with the implementation process, and propose practical solutions to ensure sustainable compliance with the standard requirements.

An applied research methodology based on gap analysis and strategic implementation planning was adopted. A quality team was established, the required resources were identified, and the standard requirements were implemented in accordance with its main clauses, including general requirements, structural requirements, resource requirements, process requirements, and management system requirements. Furthermore, operational procedures and forms were developed, and internal assessments were conducted to evaluate the readiness of the system for accreditation.

The findings revealed substantial progress in meeting the administrative, organizational, and documentation requirements of ISO/IEC 17025:2017, with a high level of achievement in these areas. However, several technical and statistical requirements related to demonstrating laboratory competence and ensuring the validity of results still require further implementation. As a result, the overall readiness level for accreditation was estimated at 51.56%.

The study presents a practical model that can be adopted by research and technical institutions seeking to implement ISO/IEC 17025:2017. It also provides a systematic framework for enhancing laboratory quality and improving operational efficiency, thereby supporting institutional accreditation efforts.

The significance of this study lies in its nature as a field-based applied investigation documenting a real-world experience of implementing ISO/IEC 17025:2017 within a Libyan research institution. By linking the outcomes of a previous gap analysis with practical implementation activities, the study contributes to enriching the Arabic body of knowledge in the field of laboratory quality management.
