Abstract

The Libyan administration faces deep challenges in benefiting from artificial intelligence, as institutions still rely on it as a limited technical tool without a philosophical and organizational framework guiding its strategic deployment. This study responds to this knowledge gap by seeking to build a philosophical model of organizational thinking that contributes to developing Libyan administration in a balanced manner between technical efficiency and the human dimension. The study starts from the hypothesis that artificial intelligence is no longer merely a supportive technology, but has become a factor that reshapes the logic of organization, decision-making, authority, and knowledge within institutions. This necessitates revisiting classical assumptions related to hierarchical structure and bounded rationality, and replacing them with more flexible and participatory models that rely on data and intelligent analysis. The study reviews the intellectual and organizational transformations imposed by artificial intelligence, and identifies the intellectual and organizational obstacles in the Libyan context, such as weak digital infrastructure, lack of competencies, and absence of legislative frameworks and ethical governance. Accordingly, the study proposes a philosophical model consisting of three main components: (1) the cognitive component, which integrates human expertise with algorithmic analysis; (2) the organizational component, which promotes flexible and participatory structures; and (3) the value component, which ensures justice, transparency, accountability, and protection of cultural privacy. The study concludes that successful deployment of artificial intelligence in Libya is not achieved by technology alone, but by establishing an organizational philosophical vision that balances digital development with preserving the human dimension.
